It will be reasonable to hold that for the purpose of counting seniority on promotion the material date to be reckoned with is the date of the decision of the Board and not the date of communication and joining— the petitioner’s promotion to the post of Deputy Director was made effective by the Board itself with immediate effect, i.e. from
