The prize bond in question to the bank authority by filling in Form PB-23 and the concerned bank officer examined that prize bond to see whether that was genuine and free from all alterations, erasures etc. and after being satisfied about the genuineness of that prize bond granted the receipt attached to the Form PB-23 to the writ-petitioner-the annexure-B as per rule 48(4)(b)(2) of the “Procedure for Sale and Encashment of Bangladesh Prize Bonds” and that in the circumstances, after a lapse of one year 2 months, the bank authority had no occasion to say that the prize bond in question was forged by inserting the figure 2 in place of original figure and a portion of the prize bond containing number was missing.
