Vagrant signifies a wanderer or aimless who has no established residence or
visible means of support. A vagrant is a person without a home, or regular
work. In a nutshell, vagrant is one who wanders from place to place without
a permanent home or a means of livelihood.
"Vagrant" means a person found asking for alms in any public place, or
wandering about or remaining in any public place in such condition or
manner as makes it likely that such person exists by asking for alms but
does not include a person collecting money or asking for food or gifts for
a prescribed purpose. ….. [S. 2(9) of the Vagrancy Act, 1943]
"Vagrancy" involves some element of preying upon the public, of
mainten¬ance by begging or in some disreputable way. Three ingredients
constitute vagrancy, namely (1) wandering abroad; (2) lack of means of
support; and (3) failure to justify one's presence in the place where
