Preamble is preliminary introduction to a statute or constitution. The preamble is an introductory statement, a preliminary explanation. The term is particularly applied to the opening paragraph(s) of a statute, constitution, code, etc. which recite historical facts/ background which may be pertinent to the issue being discussed / construction. Although the Preamble to the Constitution cannot be implemented, it has been held to be a part of the Constitution. …..
