Juvenile Offenders mean person of young age who has committed crimes;
person sent to reformatory schools.
“Juvenile offender” means an offender whom the court, after making such
inquiry (if any) as may be deemed necessary, shall find to be under 16
years of age, the finding of the court in all cases being final and
conclusive. ….. [Section 5 (Expln.) of the Whipping Act, 1909]
Under Paragraph 962 of the Jail Code, a prisoner under 21 is considered as
juvenile and such a prisoner should be kept separated from the adult
prisoners. Under paragraph 963 of the Jail Code, the confinement of
juvenile offenders in jail is objectionable for many reasons. ….. [the
