In order to be judicial, a proceeding must relate in some way to the
administration of justice or the ascertainment of any right or liability
and all proceedings of a judge are not necessarily judicial. Judicial
proceeding includes any proceeding in the course of which evidence is or

Under Paragraph 962 of the Jail Code, a prisoner under 21 is considered as
juvenile and such a prisoner should be kept separated from the adult
prisoners. Under paragraph 963 of the Jail Code, the confinement of
