Rules 16 and 17

These two rules provide for distinctly two separate procedure for selection of candidates by the Public Service Commission (PSO)—
The procedure for selection of candidates for recruitment at the entry level through written examination has been specified under rule 16 while that for the selection for appointment/ promotion to the higher position in specialised subject through viva voce test has been defined under rule 17. Their lordships of the Appellate Division of the Supreme Court held the procedure of rule 17 is applicable to the instant case and as such further held the impugned selection was properly made by the P.S.C.
